If you want customers to be able to enquire for private hires outside of your usual opening times, you need to tick the 'private hire' box within the booking type:
Then in 'Opening times' you can choose to have some days that are 'private hire only':
At the least, you'll just need to complete the below sections for Enquiries:

Emails - add a message in the Enquiry Received Message box, as this is the first correspondence that the customer will receive upon submitting the enquiry. I.e. Our team will be in touch within the next 24 hours to discuss your enquiry further. Please note our Opening Hours are XXX. Should you wish to contact us sooner, feel free to email us or call us on XXX.
Availability - this is the main crux of your Enquiry rules. Fill each section out with excluding Shut Same Day Bookings - below is a guide with more detail on the columns in this section
> Can Book - make sure to tick the days enquiries can be made for to make this visible on the online widget. If not, this will remain for Internal
> Min/Max Duration
- for enquiries, you could leave these fields empty so customers have flexibility to enquire
